Senate Bill 131 has been in committee since January 2025.
House Bill 31 has been waiting since April 2025.
Unless one of the bills passes both chambers before the legislature recesses for the summer (sometime in June or July) these bills will be dead and reform will be increasingly difficult to have in place before 2031.

Choose one or two additional points from below:
- The same political redistricting processes that caused past gerrymandering are still in place. No one knows for sure who will be governor or who will control majorities in the PA House, PA Senate or PA Supreme Court in 2031, and that information won’t be clear until it’s too late to pass reform. If this bill doesn’t pass soon, either party could be shut out completely for the following decade.
- The American Bar Association says the US is an extreme outlier as the only long-term democracy that allows redistricting to be done by politicians. PA is an even more extreme outlier as the only state in the country that allows so few legislative leaders such complete control over the redistricting process. Since 2008 the ABA has endorsed independent redistricting commissions as an essential remedy to the dangers of partisan gerrymandering.
- House BIll 31 and Senate Bill 131 incorporate years of research, incorporation of legislators’ suggestions, and review by national redistricting experts. They address lessons learned from litigation and commissions in other multiple other states.
- Public interest in this reform is strong. Past PA polls have shown more than two-thirds of Pennsylvanians support the creation of an independent redistricting commission. More recent national polls have shown 82% of US voters object strongly to having politicians draw their own district lines.
